Pilot Project on Planning for Defense
Conversion
In 1993, Congress created four national
pilot projects. Alameda County was selected as one site and the
EBCRC was created to conduct a national pilot study. The study
outlines a broad range of challenges a community faces when its military
bases are scheduled for closure. In addition, the EBCRC was charged
with the responsibility to develop innovative approaches to jump start new
economic activity. The EBCRC issued its major report in 1996, entitled: Defense
Conversion: A Road Map for Communities.
Pilot Project on Implementing Defense
Conversion
In 1997, the EBCRC was authorized
to conduct a second pilot project, seeking innovative ways to improve
implementation of community reuse plans and innovative defense conversion
strategies. This report surveys more than 52 former military bases
across the nation and reports on important lessons learned in economic
development strategies. This book is a must read for anyone interested in
economic development of former military bases. This report is entitled: The
