Regional Resources for Problem Solving Since commencement, the East Bay Conversion and Reinvestment Commission has sought to bring regional perspectives to reuse and defense conversion decision making. This has been carried out with the encouragement of and financial resources from the Department of Defense's Office of Economic Adjustment, the Department of Labor, and the Department of Housing and Urban Development. One of the early manifestations of this regional impetus was formation of local reuse authorities with regional representation. Through joint powers of agreements between the County of Alameda and the Cities of Alameda and Oakland, regional representatives became members of the Alameda Reuse and Redevelopment Authority and the Oakland Base Reuse Authority. Each Local Reuse Authority (LRA) has representatives from the County, adjoining cities and local Congressional district office. Special voting arrangements preserved local prerogatives around land-use decisions. These LRA's with regional representation, reduced and eliminated interjurisdictional conflicts that have stalled conversion in other communities. Also, the EBCRC provided assistance to those local reuse authorities in the areas of workers dislocation and adjustment assistance, facilities for homeless service providers, and planning and research management.
