Longitudinal Study of Former Military Base WorkersResearch

Preliminary Findings include:

  • Over 40%of the workforce accepted transfers within the federal government, primarily through the Department of Defense's Priority Placement Program
     
  • Only 17% of dislocated workers found employment in the local economy, often for lower wages                                                                         Job replacement is  the

                                                                                                     conversion
  • Over 40% of the workforce remained unemployed nearly a year after base closure, including workers who retired from federal service and those involved in job training.  A follow-on longitudinal study will create categories for trainees, retirees and those receiving unemployment insurance

The East Bay Conversion and Reinvestment Commission conducted the first phase of a longitudinal study of post-base employment for civilian base workers in the East Bay.  This study, the first of its kind in the nation, examine the employment outcomes and wages for workers whose jobs were eliminated as a result of Base Reuse Alignment and Closure (BRAC) 1993 in Alameda and Solano Counties.

Funded by the Department of Labor, Employment and Training Administration, Region IX, the study includes a technical supplement that allows other communities to replicate this study.
