 The Defense Conversion Revolving Loan Fund 

The Defense Conversion Revolving Loan Fund (DC RLF) is an alternative loan program which is operated by the East Bay Conversion and Reinvestment Commission (EBCRC). The DC RLF is currently funded by the United States Department of Commerce, Economic Development Administration (EDA), California Technology, Trade and Commerce Agency and the Bank of America. 

The DC RLF is designed to make small business loans to minority, women-owned, disabled, veteran and other small businesses located or locating on a former military base in Alameda County. These loans will help small businesses stabilize their business operations and expand their market share and profitability.

 Eligibility Requirements

 Businesses eligible to apply:

  • New or existing small businesses located or locating on a former military base in Alameda County.
  • Alameda County based suppliers to the military bases whose former businesses were adversely impacted by closure and realignment. 
  • Businesses owned by dislocated military base workers who are clients of the Workers To Business Owners (WBO) National Demonstration Project of the EBCRC.
